The ceremony marked the beginning of a construction project that constituted part of the Toronto Expansion Program, in which Kodak Canada closed its Brampton manufacturing facilities and expanded Kodak Heights, the company's property at Eglinton Avenue and Weston Road, Toronto, Ontario. The ceremony was presided over by Ronald Morrison, then-president and general manager of Kodak Canada.
