Department of External Affair's Task Force on Eastern Europe approved a fact finding mission to the Baltic countries, Lithuania, Lativa and Estonia. The purpose of the mission was to determine the extent, and the exact nature of, the need for study tours to Canada in the banking, agriculture and energy fields for qualified candidates from these countries.Preliminary plans for the study tours under the direction of CBIE were prepared and the energy component was represented by Juri Silmberg, Professor, R.P.I. In July 1992, Mr. Silmberg travelled to these Baltic states to assess the need for experience visits.In May 1993, nine Baltic energy specialists arrived in Toronto for a 5 week professional development program involving lectures, visits and work-attachments. The purpose of the study tours was to explain, demonstrate and show various aspects of the energy management infrastructure in Ontario.
The materials were donated to the Archives by Mr. Silmberg. They have been divided into 5 sections:
